By Executive Order (GWB 95-11 (PDF)), the Secretary of State serves as Texas’ Chief International Protocol Officer. In this capacity, the Secretary of State shall:
- Represent the Governor and the State of Texas at meetings and events with international leaders, foreign government officials, and foreign business leaders;
- Arrange and facilitate meetings and other engagements between the Governor and international leaders;
- Greet chiefs of state, heads of governments, and other appropriate functionaries on official visits to Texas;
- Travel to foreign countries to promote goodwill, tourism, or economic development as appropriate or as requested; and
- Participate in any other appropriate activities in line with prescribed duties or as requested.
In response to the Governor’s Executive Order, the Secretary named an Assistant Secretary of State for International Affairs.
The Assistant Secretary of State for International Affairs acts as advisor to the Secretary of State on matters related to foreign relations and economic development and serves as an agency liaison between foreign business and government delegations and the Offices of the Secretary of State and the Governor.
