Plain Language Summary of Proposed Rulemaking Implementing House Bill 20
In accordance with House Bill 20 (89th Texas Legislature, Second Called Session), the Office of the Texas Secretary of State is proposing rules to administer a designation program for political subdivisions in Texas to designate a nonprofit organization or financial institution to solicit and accept donations for disaster relief efforts during a declared disaster threatening the political subdivision. While individuals may continue to donate to an organization of their choosing, this designation program is meant to provide a pre-designated, locally-selected entity for the public to feel comfortable donating to in a time of crisis. The effort aims to combat scammers that may prey on the public’s good will during such times. The new rules will provide clear information on the standards necessary to designate an entity.
