Proposition 1 - SJR 13

SJR 13 would amend the Constitution to authorize the legislature to adjust the public school ad valorem tax or tax rates for taxpayers who are aged 65 or older, or are disabled, and who are owners of an exempted homestead. The amendment would thereby allow the legislature to provide tax relief to such elderly or disabled taxpayers who did not receive tax relief as a result of the school tax rate reduction passed in the 79th Legislature, 3rd called session.

The proposed amendment will appear on the ballot as follows: "The constitutional amendment authorizing the legislature to provide for a reduction of the limitation on the total amount of ad valorem taxes that may be imposed for public school purposes on the residence homesteads of the elderly or disabled to reflect any reduction in the rate of those taxes for the 2006 and 2007 tax years."

La Resolución Senatorial Conjunta (S.J.R) Núm.13 serviría para enmendar la Constitución a fin de autorizar que la legislatura ajuste el impuesto al valor a las escuelas públicas o las tasas tributarias correspondientes a contribuyentes que tengan 65 o más años de edad o que estén discapacitados y que sean dueños de un hogar residencial exento de dichos impuestos.  De esa manera la enmienda permitiría que la legislatura conceda una desgravación a consecuencia de la reducción de tasas tributarias promulgada por la 79 Legislatura en su tercera sesión convocada.

La enmienda que se propone aparecería en la boleta de votación en los siguientes términos: “Enmienda constitucional que dispone la reducción de la limitación al monto total de impuestos al valor que, siendo para fines de las escuelas públicas, puedan establecerse sobre los hogares residenciales de ancianos o discapacitados, de modo que se refleje cualquier reducción de la tasa tributaria correspondiente a los ejercicios fiscales de 2006 y 2007.”
