HAVA Voter Registration / Election Management System Vendor Selection Project
What Is the Selection Project About?
The Texas Voter Registration System (TVRS), constructed and placed into service in 1996, does not currently meet HAVA 2002 requirements. It is built on client server technology available in the 1990's, and is not suitable for upgrade to today's standards.
To meet HAVA 2002 requirements, the Elections Division began the TVRS replacement process in October 2003 with Request for Offer # 649003 supervised by the State Auditor's Office. A comprehensive evaluation and selection process was followed and a development contract was awarded to IBM on 10/22/04. Technical project work officially started on 11/08/04. IBM will build the systems framework for the new system using advanced Internet technologies, and tailor Hart Intercivic's eRegistry Election Services software products (currently under development) for Texas Secretary of State's Elections Division requirements, to be operational by January 1, 2006.
