What Is the TEAM System Implementation Project?

A contract was signed with IBM on 22 October 2004 that initiated the project to develop the TEAM System for the Elections Division of the Texas Secretary of State's Office (SOS). Additionally, the SOS engaged a full-time project manager from Cooper Consulting through the Department of Information Resources (DIR) to manage the project for the state.

Project Scope

The Implementation Project's objective is to provide the State of Texas with a statewide Voter Registration and Election Management System in order to improve the general administration of elections consistent with HAVA using advanced technologies.

The approach is to use IBM's commercial package integration methodology to tailor Hart InterCivic's eRegistry products with IBM's Websphere and Tivoli eBusiness products, ESRI's ArcGIS Graphic Information Systems, Oracle and other elements to form a robust, secure web-based computer system capable of serving the state of Texas for many years.

The major deliverables of the project are:
- Complete operational voter registration, election management, and jury wheel system (hardware, software, and documentation), with public voter website, satisfying the requirements outlined in RFP #649003
- Trained users in the Elections Division, and all affected counties

The TEAM Team

Under the direction of Ann McGeehan, Director of Elections, the state has contracted through DIR for a certified Project Manager, to manage the execution of the implementation project. Bob Futrell, PMP, is the state's Group SOS Project Manager. Group IBM's Project Manager is Richard Munoz . Helping both groups is a Focus Group of selected county representatives. Project oversight is provided by a Steering Committee of SOS and other agency representatives.
